The number of fiscal requirements keep increasing and the penalties for

CFR Part 74, 45 CFR Part 92, and others.
The draft Manual was developed to formalize and codify a sponsor agency’s
fiscal, financial, and accounting practices. The implementation and enforcement
of these policies is essential to safeguarding the agency’s assets. Employees
will be expected to follow these policies and practices.
