All agencies are involved in monitoring, in that they either monitor their contractors or they themselves are monitored. Many agencies are involved in both roles. This guide is offered to organizations, whether state, foundations, or local contractors, as assistance in working out relationships that will result in more effective programs. It outlines some basic principles of monitoring, looks at the monitoring report from the perspective of the monitor and the monitoree, and identifies processes which should ensure that proper results are obtained from monitoring.
